Joe D. Kennedy is an international cold case expert.  He spent 28 years with the Naval Criminal Investigative Service (NCIS) in a variety of assignments and leadership positions focusing on violent crime.  Mr. Kennedy was the primary architect and program manager for the internationally acclaimed NCIS Cold Case Homicide Unit.  He retired as the Special Agent-in-Charge for the NCIS Carolinas Field Office.

Mr. Kennedy has provided cold case consultation and training to law enforcement agencies throughout the world.  He is the founder of the Carolinas Cold Case Coalition where he collaborates with local and state officials to solve violent crime.  

 Mr. Kennedy has been the recipient of numerous commendations, including the Virginia Homicide Investigator of the Year award in 1996.  Mr. Kennedy has served on several law enforcement advisory boards and he is the co-author of “Solving Cold Cases – Investigation Techniques and Protocol.”  He holds an MPA from Georgetown University, Washington, DC.
